Tamás Kozma and Katalin R. Forray: Socio-Ecological Changes and Educational Policy Alternatives the Case of Hungary, 1990–97

In this study, changes in the size of student cohorts (ISCED 1, 2/3 and 5/6) and shifts in the schooling of the population in Hungary are described. Data have been collected from the regional education data base (OTTIR) of the Hungarian Institue for Educational Research and analysed at the NUTS 4 level (catchment areas). The authors defined types of changing /stagnating regions („regions at risk”), by connecting demographic and schooling data with infrastructural and employment data of the given regions. Based on a SWOT-analysis of their data, the authors suggest alternative educational policies for regions at risk. These include type A: concentrated development of the educational infrastructure; type B: the development of ISCED 5 level vocational education and training; type C: the adaptation of the „learning town” concept; type D: cross-border cooperation in education and training.
